(a)自2021年起,各行業工讀專業文憑及學位課程的參與率(絕對數值及百分比)以及各行業的學員留任率各為多少?
(b)教育部是否會考慮在課程期間分階段發放更高的補助金,以減輕參與企業因提供結構化培訓及學員技能熟練周期而承擔的成本?
陳振聲(教育部長)答覆:技能創前程工讀計劃(SkillsFuture Work-Study Programmes)由高等教育學府與企業共同開發和實施,前者負責課堂培訓,後者提供在職訓練。
近年來,這些課程的參與人數穩步增長。工藝教育學院(ITE)開設的技能創前程工讀文憑課程學員人數從2021年的500人增至2024年的約1,300人;而公立大學(Autonomous Universities)開設的技能創前程工讀專業學位課程學員人數則從2021年的300人增至2023年的約800人(此為最新完整年度數據)。
工藝教育學院及理工學院提供的技能創前程工讀計劃要求參與企業聘用學員並為其提供培訓。根據近期調查,約七成畢業生繼續留在原聘用和培訓他們的企業任職。
參與技能創前程工讀計劃的企業,每聘用並培訓一名符合條件的學員,可獲最高1.5萬新元的補助金。我們將持續監督和審查個人及企業對工讀計劃的參與情況,包括現有企業補助是否足以支持在職培訓成本。

Ms See Jinli Jeanasked the Minister for Education (a) since 2021, what is the take-up rate, in absolute and percentage terms, for work-study diplomas and degrees across sectors and the retention rate of each sector; and (b) whether the Ministry will consider disbursing higher grant support by tranches over the programme period so as to defray the costs of catering for structured training and factoring time to proficiency, for the learners that are borne by the participating organisation.
Mr Chan Chun Sing: The SkillsFuture Work-Study Programmes are co-developed and co-delivered by the Institutes of Higher Learning through classroom training and companies through on-the-job training.
Take-up for these programmes has increased steadily over the years. The number of trainees enrolled in SkillsFuture Work-Study Diploma programmes offered by the Institute of Technical Education (ITE) increased from 500 in 2021 to around 1,300 in 2024, while those enrolled in SkillsFuture Work-Study Degree programmes offered by the Autonomous Universities increased from 300 in 2021 to around 800 in 2023, which is the latest year of complete data.
SkillsFuture Work-Study Programmes offered by ITE and the polytechnics require participating employers to hire and train the students in the programme. Based on our recent surveys, around seven in 10 graduates stayed with the company that hired and trained them.
Employers participating in SkillsFuture Work-Study Programmes can receive grants of up to $15,000 for each eligible trainee whom they hire and train. We will continue to monitor and review the take-up of SkillsFuture Work-Study Programmes among individuals and companies, including whether the employer incentive is sufficient to support on-the-job training costs incurred.
